1. On scan tool, torque sensors 1 and 2 should be in the 0.25 to 4.75 volt range. 2. A failed electric steering is much harder to turn than a straight manual because you have to turn the failed electric motor through a gear (or belt) reduction. Ideally the motor should de-clutch when it fails, but I don't know of any electric steering system that does that.
